Vega$ is happily basking under the hot afternoon sun under a nice cool mist.
The stone steps asorb the above rays and provide a warm spot for Vega$ to lay on. This would be similar to the natural environment where iguanas would lazily bask in the tree branches, asorbing the above rays and the retained heat in the branches.
